Preheat oven to 375°F and grease a 9x13 baking dish.
In a large skillet over medium-high heat, brown the ground beef, onions, and peppers. Cook until the meat is crumbled and cooked through, and the onions and peppers are softened.
Stir in the ketchup, brown sugar, mustard, Worcestershire sauce, and garlic powder until well combined. Simmer for 3-4 minutes, then remove from heat.
Separate the biscuits and cut each one into 8 pieces. Place the biscuit pieces into the bottom of your greased baking dish.
Pour the meat mixture on top of the biscuits and toss to coat evenly.
Sprinkle half of the shredded cheddar cheese on top of the coated biscuits.
Bake in the oven, uncovered, for 25 minutes.
Add the remaining cheese on top and bake for another 10 minutes or until the biscuits are golden brown and cooked through in the center.

Using lean ground beef will reduce the amount of grease and make the dish less oily. If you use a higher-fat content beef, be sure to drain the excess grease after browning.
