In a large bowl, combine the ground beef, garlic, ginger, soy sauce, and pepper. Mix gently with your hands, then divide into 3 equal patties about 1 inch thick. Press a shallow indentation into the center of each patty with the back of a spoon to help them cook evenly.
Heat the vegetable oil (if using) in a large skillet over medium-high heat. Cook the burgers for 2–4 minutes per side, or until they reach your desired doneness.
Transfer the burgers to the prepared tray and brush both sides with the honey BBQ sauce.
In a small bowl, stir together the mayonnaise, chili sauce, and a sprinkle of sliced scallions. Spread the sauce on the tops and bottoms of the buns.
Place each burger on the bottom bun, top with the remaining scallions, add the top bun, and serve immediately.
